Out-of-home care Code of Practice now in force

From 1 October, NSW out-of-home care agencies and adoption services will be assessed under a new Code of Practice under the Children’s Guardian Amendment (Code of Practice) Regulation 2024.

This replaces the Child Safe Standards for Permanent Care as the assessment and monitoring criteria for agency accreditation.

The Code of Practice embeds the 10 Child Safe Standards and was designed in consultation with the out-of-home care sector. It reflects the unique requirements of supporting children and young people in out-of-home care.

We have published an implementation handbook (PDF, 5.19MB) for the Code of Practice, which explains each practice requirement, how we assess and what evidence we look for during assessment and monitoring. 

We have also published a suite of resources to support the Code of Practice to help the sector understand our regulatory approach and gain a sound understanding of what we consider when assessing each practice requirement. The resources include case studies, reflective questions, podcasts and videos.

You can now renew your WWCC by using digital proof of identity – no need to visit a Service NSW Centre.
How to renew using digital proof of identity (POI)

You will need:

  • A MyServiceNSW account with the WWCC service added
  • 3 current identity documents including a NSW driver licence or photo card
  • a device with a working front camera for face verification.


If you're renewing a paid WWCC, you will also need a credit card, debit card, PayPal or PayID account.

If you have an expired WWCC clearance or have changed your name on your identity documents since the last time you renewed your WWCC, you can't renew using digital proof of identity.
